William (Bill) D. Knowlton
Principal For over two decades Bill was in private law practice, with an emphasis on business law and litigation. He served a term as a Criminal District Attorney, and later was appointed for four months to sit as a County Judge during the illness of the elected official. Bill also served as General Counsel for Data Line Service Company. From 1994 to the present, he has provided process development and contract negotiations for Dell Computer, AT&T Solutions, MCC, Systemhouse, EDS and Perot Systems Corporation Bill joined Systemhouse (IT Oursourcing) in 1998, and created new procedures and policies to centralize the procurement program ($400M annual volume). He was a member of the SHL/EDS merger committee when Systemhouse was purchased by EDS for $1.6B. Bill joined Perot Systems Corporation in 2002 as a member of the Healthcare Business Unit to develop best practices for purchasing and vendor relations. For the next two years he served as the PSC Director of Global Procurement. For each of those years his team exceeded all financial and contracting goals, including obtaining the highest rating for cost savings and cost control. Bill also coordinated the PSC telecommunications strategy (including negotiation of the carrier Master Agreements) and supervised the development of the subcontract labor program. As periodically requested, he also directly negotiated other major vendor contracts and relationships. In 2007 Bill became the Director of Asset Management for customer delivery requirements and reporting. After establishing the AM procedures and program, Bill resigned from Perot Systems in 2009 to resume his private practice and consulting. |
